Move up AOPi and Kappa

Yes move up AOPi, Kappa, Chi O but move down KD Phi Mu

Phi Mu is definitely not top - maybe 4 or 5 years ago, but not anymore. I think KD and ZTA are equal and could go together either at the end of top or beginning of next tier. Both KD and ZTA are well above Phi Mu.
