spring rush

If certain sororities didn't meet quota, does that mean they are more likely to participate in spring rush?

No some sororities meet quota during fall recruitment but nationals also has spring quota so they take a spring class. Although some chapters do have spring recruitment because they didn't make quota.

So would adpi or aopi be doing it?

quota is important but isn't how non-primary recruitment is determined. It's based on chapter total. Total is automatically adjusted within 72 hours of bid day during the primary recruitment semester. It's average chapter size. If a group is under total, be it from not making quota, having girls drop, or having a lot of girls graduate mid-year, then they will participate in spring recruitment. If they're only under total by a small number, their nationals may let it slide and wait until formal recruitment comes around again to make up the difference.
