do i have a chance

im from canada and going to be a senior this year , hoping to attend uga next year. I really want to rush but i know it is very tough there . I would be able to get recs for 10 out of the 17 sororities. Im part of many clubs and have done quite a bit of volunteer work. Ive heard lots of things like people who arent southern, not white(im half black) and not knowing anyone basically dont have a chance , is that true ? I know i still have to get in and stuff but Im curious to know
