by: ??how can tridelt do cob if they were not on the list of sororities who were participating? i thought even if they were rushing out of their house or just to specific girls they would still have to be on the list

Sororities don't have to be on a list or make an announcement or notify panhellenic that they are going to offer bids. If they are eligible, meaning they are below whatever panhellenic has set Chapter Total at, then they can offer bids any time to get up to that number; they need only register their new members with panhellenic.
Chapters that are only a few under Total give bids to girls they already know and often have more girls on their list than they can even take. They aren't actively looking for new girls to meet and recruit so they don't announce it, it would be misleading and they would get inundated unnecessarily.
