Everyone in groups of 5 are pretty comparable. Top row are usually debated as being higher. Others not in the top are solidly in their row of 5.
Top 5 (Top)
ChiPhi/KA/ATO > SAE/SN
Only difference here is SN and SAE have a reputation for being VERY soft. Also their PC's are half usual old row legacies and half random guys you'd expect to go Beta.
Top 10 (upper Mid)
Fiji/PDT > KS/PKA/SX
Fiji and PDT get the rest of the usual top guys the top 5 don't get. Also very soft but also politically different than other groups (ChiPhi is pretty liberal too but less so). KS/PKA/SX these guys are all super solid and throw great events honestly they throw better parties than most of the other groups above them.
Top 15 (mid)
SigEp/BTP/DSP > DTD/PKP
SigEp DSP and Beta all have solid events and guys but are admittedly a mixed bag at this point. DTD and PKP have a great time and both have solid guys too, events are slightly less popular for these 2.
Top 20 (lower mid)
TEP/SP/AEPi > AGR/OX
TEP/SP/AEPi are the best Niche groups at UGA, and they have a great time. All 5 are just geared towards only getting guys in a certain crowd and are mid sized closer groups than above.
Top 25 (bottom but rising/still relevant)
DKE/PKT/TKE > ChiPsi/BYX
The rest of the decent sized niche groups. They're all good here.
Maybe you could group it like this...
ATO/ChiPhi/KA
SAE/SN
Fiji/PDT
KS/PKA/SX
SigEp/BTP/DSP
DTD/PKP
AEPi/SP/TEP
OX/AGR
DKE/TKE/PKT
ChiPsi/BYX

This is pretty much it. Anything from the KS/SX/PKA row up is going to be top/mid-top/low-top respectfully.

Best in state out of state mix in top, (best shot at top of you're a northerner) 50/50.

Also really good in state groups 80%+

Beta mostly in state? A lot of Ohio guys from what I know. And who cares who is in state and who isn't? No one does irl.

ChiPhi, DTD, Fiji & PDT are too liberal to be this highly ranked. Also these fraternities have almost a 50/50 split of out of staters, this means culturally they are different than the majority of UGA students. I have nothing against liberals but they move against the grain here in Greek life.
