Sign up and hope for the best, that’s all you can do. Ask girls you know if their sorority is participating. If you have any friends in the sororities partaking, make sure they know you are interested.

Sounds like you need to reset your expectations. Spring rush is not an actual rush week like formal recruitment in the fall, so you're not signing up to visit houses or go to events, you're just expressing general interest in getting a COB. It's up to each sorority to look at that list or not, and you would have to be contacted by any who might be interested in you. But houses most often already know exactly who they are offering spring bids to and no house has to announce publicly that they are thinking of offering spring bids. Also it's not like there would be a full new member class like in the fall, they can only offer enough bids to get up to whatever house total is, and that number is different for every house every spring and usually not many.
