lower tiers?

What's the issue with Pi Phi, DZ, Gamma Phi, DG? Everyone that I've met from those chapters was pretty, nice, involved, etc. but they are all ranked in lower tiers.
So basically what I'm asking is is there even a real difference between top tier/ bottom tier?
