Fall rush question

I have heard some fraternities fill their pledge classes over the summer. I have also heard some fill all their in state spots but hold a few for out of state. Is this true, and if so which ones?

it is true that most fraternities do start rush at the end of second semester and go throughout summer until formal rush, but only the better fraternities will actually be able to fill most of their pc during the summer as they have more connections and such. there are a lot of rankings on this site and not all of them are accurate but there's mostly a general consensus of: (no specific order in rows im just throwing them in tiers there are definitely some groups that are better than others in certain tiers but this is a decent overall rank)
Top tier - KA, SAE, Chi Phi, FIJI, SNU, ATO
Upper mid/mid - PDT, SX, DSP, PKA, PKP, KS
Lower but definitely still relevant/niche - Sig ep, beta, AEPI, AGR
All of these houses are worth rushing and have definitely already started their rush processes and likely have accepts. Bids get easier as you go down the list but like I said, all of these houses are worth rushing around at IMO. KA and SAE don't take many in state kids at all, I know for sure Chi Phi does. Snu, ato, and fiji also take out of state kids. SX does not take as many out of state kids, but the rest of the houses in that upper/mid tier take out of state kids so you'll definitely be fine unless you're just a weirdo

In state but no connections. Getting texts so I know I am on lists and have been to a couple of things but went to a packed band party yesterday and never met a brother just a bunch of other rushees. I'll keep going but not sure how to meet anyone at those sorts of things. \n\n\n\n\n
