falling quickly. worth joining though I guess, but I'd put my stock more in one that's more establish or one that's up and coming.

group of guys I've ever know.

Not sure I agree with these. I'm an upperclassmen, and this semester they hosted their first major philanthropy event that I can remember. It is also evident that they have been devoting considerable resources to their house and yard. In my opinion and from my experience with lambdas I know, they are more on the rise than on the decline. That being said, as an out of state guy who has been through the rush process, you should hang out with as many fraternities as you can, and make your decision based on where you feel most comfortable with the brothers and other rushees.
