honors college and fraternity

Can you be in the honors college and still a fraternity? Is there any rules against it? How hard would that he to balance?

Yeah of course you can't. The honors college has a blood contract with the stipulation that you can't join Greek life, and all the fraternities and sororities have a clause that denies membership to anyone in the honors college because we hate academic success. This is, of course, the reason that the Greek GPA is always above the undergraduate average.
