Is it looked down on to drop a fraternity you’ve been initiated into and rush other fraternities

Sure you can drop you present brotherhood. Explain to your fraternity that you are seeking a new organization with a better chill to pull ratio, they will understand. Have the president write you a letter explaining the situation and take that to the president of the new fraternity you want to join. This is kind of like a recommendation, you should have your new letters in a couple of days with no issues. Welcome to Top Tier Bro!

No idea if this is real or trolling, but "dropping", in my mind, means de-pledging a fraternity before being initiated. Once you are initiated, that is it. You don't get a second bite at the apple. You cannot be initiated into two different fraternities.
