how to tell if someone is in a fraternity

without asking or see him wear a formals t-shirt?

I see a lot of frat guys at UGA in what is considered "good fraternities" here not even wear their formals t-shirt or they wear regular clothes (polos, khakis, jeans, gym clothes etc) , so you can't even tell if they are in one unless you ask him.

They’re in a frat if they’re on the liquor. Simple as that

Best way to know is to just ask them.

Usually if someone is wearing a Georgia striped polo shirt or some type of nice polo on a non game-day, there's a good chance he might be in a fraternity.

They are the cool/ good looking /put together guys. Like most things, you’ll know it when you see it.

I've seen good looking and put together people on campus but that doesn't mean they're in a fraternity. Best thing to do is just to ask them.
