tips for rushing?

Do I need recommendations? Do sororities here take legacies seriously?

You should get recommendations for All the sororities that you are REALLY interested in the most. Some sororities look at them more than others. It is Always better to get a rec from someone that knows you well, if possible. Legacies are given consideration, but it really is up to the sorority and it depends on who you are, where you are from, who you know, & what you look like too. It is also a Numbers game and depends on if you click with the sorority, but they don't have to take legacies. It also depends on if there are people Already in the sorority that like you and will fight for you.

This is true. Rush is hard. It is a numbers game and you will be dropped from houses that you love. Try not to take it personally and trust the process.
