Maybe like attracts like? Every house has a different PNM they're targeting. One house might want to secure legacies, another house might want to diversify with OOS/OOR, another house might want to bump their grades up and take really smart girls. Everyone has a different definition of what their "top" PNM is, so each sorority can get their targets and all be "top" in their own criteria.
