why don't all the half empty frats merge?

If you look at the IFC grade reports you'll see about a fifth of the houses have roughly 30 brothers or less. If they merged they would be a full chapter for UGA and be better than at least phi tau. I understand loyalty to the letters but they could always bring over their traditions.

Fraternity policy - once initiated into one group, you can never join another group. Period. Same for the sororities.

because hopeless fraternities always think they can get out from the bottom when they really can't. Fraternities survive on hope-every fraternity will say "next rush will be the one that pushes us forward" but it never happens. Unless you have good alumni support it is impossible to get pulled up from the bottom. The only bottom frat here that has a chance is chi psi, because before the 2000's they were a top house/close to it. Depends if their alumni step up or not honestly.
