Every chapter is probably at least slightly under total because of December graduates and people transferring to other schools. Not all sororities have rules requiring them to cob when they’re under total, and some have the option to not recruit if they’re only under by a small number of people. So although all houses could theoretically recruit in the spring, many do not, and many of the houses who do keep it quiet enough that you won’t hear about it on this site.

Example: A girl I know joined AOPi in the spring a couple years ago, but I have literally never heard of them doing spring recruitment other than that. She also had gone to a ton of their date nights during the fall semester because both of her best friends from high school joined AOPi and wanted her to end up there too even though she didn’t rush that fall. The vast majority of sororities probably have situations like this, but they aren’t holding formal events or adding people in the spring every year.
