Some yes, some no. No higher tier one will unless you have a connection.

Yea, it'll be harder than if you were a freshman or even a sophomore, but just make sure to go to a lot of events over the summer and try to meet as many people as possible. There's like 27 chapters here so pretty much anyone who puts in the effort will get at least one bid.
