This rank is just based on PCs this year, not the overall rank of the whole chapter. Also the order in tiers is definitely important (obviously ADPi is better than Chi O and Pi Phi is way better than DG, no matter how much those houses improved)

I don't think pi phi is bad, they just aren't that good. They have a mid tier reputation that's been helping them, but they've been fairly stagnant for several years now while the houses around them have been improving. They lost so many girls to DZ and AXO this year, (houses that didn't have a better reputation than pi phi) which kinda validates how much they're slipping. A really strong rush next year could easily bring them back to solid mid tier status again though.

OP said new pledge classes only, not overall. But, dz has pulled really good pc's the past 3 years and ddd has been been declining the last 2, so might still be accurate as an overall.
