Im going to uoft in the fall and wanted to join a frat.... what are the most popular ones to rush?

every house is a different vibe, you aren’t gonna an unbiased opinion on here. Just go check out each house during frosh and talk to the guys there. If you’re wondering which house throw down the most it’s probably DKE, Zeta, Pks and FIJI. Also each frat is known for different things, some are athletic focused, or academics and some just pretty much party all the time

The best way to chose a frat is to try and meet its members and get to know them a bit to see if you're compatable with them. If you can, I would suggest going to every frat's info/intro night and/or the first rush event for every frat. Then pick one or two that you really like - in America they have Greek week and you're able/supposed to rush a bunch of frats but in Canada it's harder to do because rush is organized purely within individual frats and, therefore, rush events often overlap. You want to get to know the brothers and attend most of the rush events so rushing too many would make it harder to get in - you want to show you're interested and would be committed if they give you a bid.
Forget everything you heard about any fraternity - the only way to know the truth is to know the members and see for yourself. Every fraternity if different and some are complete opposites (some are all about partying, others value the brotherhood more, and some are designed to help you succeed in your career field, others are more interest or program based ect) - they have different vibes, personalities and values. They are mostly all really great but in completely different ways.

Essentially, it's self ranks and people posting false negative reviews. 99.9% of what you read on here will not be true.
People tend to hate on frats who accept from Ryerson or other schools and there's stigma around non NIC (North-American Interfraternity Conference - aka the frat version of panhellic)- but don't write them off because of that - there's not much difference between the two types it's just more of a status thing. Non-Nic frats are still heavily involved and liked within the UofT and Toronto Greek community (it's just on Greek rank they get hated on a lot) and a lot of the brothers are awesome people (depending on the frat).
If you are 19+ and live in Toronto or the GTA you could go with a friend(s) (don't go alone or it might seem weird) to the Madison Pub on a Monday night because all the Toronto frats/sororities get together and it will give you the opportunity to socialize and get know the different frats in a low-pressure environment (as well as you're more likely to get an accurate idea of the different brotherhoods and their members). It's usually pretty layed back and easy to socialize with others but go with friends so you know people and aren't awkward and out.
I know this isn't what you asked but I wouldn't be able to accurately review the different frats. Hope this helps anyways and if you have any specific questions about Greek life feel free to comment and I'd be happy to help (and I won't make my answers this long and repetitive).
