Outside of theta chi (which only has its amount of ranks from people self-ranking and the rest of us trying to correct it), look at the total ratings number. The more rates, the higher up. Its MUCH more accurate than rate %.

Go through the pages of ranks on theta. Notice there's one guy who's name is always "theta chi 31" or any number after. He keeps giving them 5's and posting bullcrap comments. Therefore, source of 60% rate which should be 45%.
