can beta really be considered a “top tier fraternity”

Can beta really be considered a “top tier fraternity” anymore? I hardly consider them a fraternity anymore because brotherhood is the core of a fraternity and their brotherhood is lacking with them not knowing one another, stories of them trying to fight each other, or even not knowing each others names. Yes the ladies do like them I’ll admit but their parties suck and they’ve had a whole fraternity meeting on how they can make their parties better. I feel like phi delt or even adg could be above this fraternity tier-wise since they have A LOT better brotherhoods than beta.
