There is no absolute number one house.. but there are definitely tiers. Usually girls that have one top house on pref night have others too and they have to choose between those.

TOP:

F: FIJI, KA, SAE, BETA

MIDDLE:
S: THETA, ZETA, DG, AXO
F: SIG EP, DELT, SIGMA CHI

BOTTOM:
S: KD, DZ, GAMMA PHI, ADPI
F: PIKE, PI KAPP, SIGMA NU, KAPPA SIG.. THE REST

I agree with the different tiers but I don't think one tier is better than any other--they're just different personalities. Those are the groups that compete with each other though.
