You can't. The information isn't published anywhere, it would serve no purpose. The recruitment team at each chapter knows if they needed to snap and CPC knows. The girls who get snaps know. Everything else is just lies to TRY to make a house look bad.
BUT, sometimes the RFM numbers are wrong and make a house drop too many pnm's so they have to snap in the end. It's not a poor reflection on a chapter when that happens, they had to obey the numbers they were given, but no one's gonna talk about that because it ruins the narrative of snap bids = bad chapter. There is so much bull, lying and bad info about rush.

The sororities will deny it and some will COB and not be on the panhellenic form. Last year AXO did their own side COB for ex

Just to be precise, it's not "RFM was wrong" it was, "RFM assumed a chapter was going to do as well as they did before" and "RFM didn't know that the chapter was going to underperform and rushees were yawning at the house and wanting to get out asap"
