Why do some houses only have a few pref parties?

The sororities that have historically higher return rates, meaning they can count on getting back a good chunk of the pnm's they invite, can't invite as many pnm's to any round as the sororities that do not have as high return rates. So it means that those sororities are always rushing fewer pnm's and so have fewer parties. They can make their numbers with fewer pnm's.
Sororities that need to have higher amounts of pnm's to hit their numbers will have more pnm's throughout the week and so will have more parties.
