Every house will be different depending on return rates. If you have even one house on pref, and you rank all your options, you will receive a bid.

The more pnm's staying in the process means that more pnm's will go to pref. It's all percentage-based, not on hard numbers. One house's numbers don't affect what the others' numbers are. The process is not designed to get down to a certain number, it's to place as many as possible.
