No, that's not correct. A separate quota for upperclassmen does not mean that chapters have to take a certain number. Quotas are an upper limit that sororities can't exceed. Upperclassmen quota is an advantage because it means you don't have to compete with freshmen for spots, but it doesn't mean that sororities are required to take a certain number. Quotas aren't preset, it all depends on how many pnm's are left after pref. The more pnm's the higher quota will be.

if a chapter wants to make secondary quota meaning upperclassmen then they take that number set by cpc... if they don't, which you are right they don't have to, then they won't make quota for secondary pool. Chapters don't want to risk not making quota either primary or secondary, so yes they usually take whatever quota is set at for upperclassmen. Quit trying to scare these girls! Every chapter takes upperclassmen! if secondary quota is set at 23 for upperclassmen they will take that many!

Calm down, it's not about 'trying to scare' anybody, it's about clarity of the process. Any pnm invited to pref will be on the bid list. Any pnm who ranks both her pref houses (or just the one if that's all she has) is guaranteed a bid. This includes upperclassmen of course in their own category. Quota is not a preset number, it isn't set until AFTER pref when every pnm has signed her card and depends on that number. That's how it works, but saying that a sorority is REQUIRED to take anyone is dead wrong and gives the wrong impression about the process.
