A better question is why do mexican girls wear midriff-bearing tops when they're clearly unsuited for it? Hell, at least the white trigglypuffs don't bother with exposing those gaping belly buttons to the detriment of themselves and their husky sis's. No such inhibition with the brown girls though; in fact, you'd think it's some kinda requirement.

This phenomenon seems pretty universal among all houses, and is especially noticeable in the lower tiers. So what's the deal?
