You can tell who is top by looking at who mixes with who:

KA with BETA and SAE usually and DELT recently. FIJI with DELT usually

If a lower tier fraternity asks a top fraternity to throw a joint party, it will simply not happen because it would make the top fraternity look bad. That's how it works.

So there you go, those are you top chapters at A&M..

Top: KA, FIJI, BETA, DELT, SAE

Middle: Sig Ep, Sigma Chi

Only older SAEs hang out with girls in top sororities. Younger ones hang out with blinn girls. Go to one of their events and you will notice that. That's what happens when you take blinn guys..
