On probation means they are declining and will continue to decline for the next few years.

Then when they are actually able to accept pledges they will give out bids to kids that otherwise wouldn't get bids in order to boost their numbers back up again, but the weird kids will lower their reputation. It will then take them another few years to have a big enough chapter to start being very selective again.

you can take pledges on probation just like everyone else... they're probation is about to be lifted anyway
