Why was chapter total raised? It seems redundant. Quota seems to work.

what was it raised to? It did need to be raised since almost everyone is at the limit or beyond. The reasoning it exists is so that COB doesn't get out of hand - otherwise you could just fill your house with no limits during non-recruitment times.
