TriSig down one and one or two up to top (Theta, DG and Tri Delt would be decent choices)

is based on strength of a sorority's nationals. KAT, DG and Tridelt have too many weak chapters to be at the very top..but they're definitly in the second tier

On any solid criteria. Pi Phi isn't terribly strong at SEC schools for instance, but you put them at the very top, they'd probably deserve the spot if you added a couple more, but Kappa and Pi Phi aren't enough above DG, Theta, and Tri Delt to be in a separate tier. And as for Tri Sig, I wouldn't put them that high AXiD, AGD, and SK have a decent number of strong chapters, but it doesn't seem like Tri Sig has as many.
