I know adpi does some random recruitment during the year and AOII is doing some recruiting, but do any other houses partake in COR? Or do they basically already have girls picked out if they fall under quota?

Pretty much every house participates in some shape or way. Girls graduate early or whatever and they have to be full (it's a money thing)
