who made quota? cob?

Quota is not what determines who will be eligible for COB. Panhellenic will set this semester's "chapter total" number which is a math calculation that is kind of like median size. Chapters under that total size (regardless of whether they made quota) will be eligible to COB up to that number.
I don't know if Panhellenic has re-set total yet.

Some chapters are required to hold COB by their nationals, even if they only have one spot open. Others are given the option by their nationals. Many who meet quota are eligible for COB - total numbers are affected by early graduations, late graduations, transfers and non-actives. Not everyone joins as a freshman, stays 4 years and graduates - plus there is an upper-classmen quota here that really throws off totals. Total is the count of EVERY active in the house on a certain date, not just the new pledges.

that's a total lie.
But to answer your question, any chapter below the total set by panhellenic will be able to bid up to total. No telling which chapters and they will only be inviting women they really know to their event.
