Is it true that as long as the active is in another chapter of a sorority they can write you a rec?

No, that is not true. This is quoted from LSU's PHC frequently asked questions: "A recommendation (“rec”) is a letter written on your behalf by a woman who has GRADUATED and is a member of that particular sorority. She does not have to be an alumna of LSU, only a member of that particular sorority. "
