I don't have recs for some houses. The website says to send your application to the house with picture of yourself. Should I? Or just not bother. I just feel like it's kinda late. I have recs top tier houses

I know girls that got invited back to houses they didn't have recs to and even have a friend that joined DG and never had a rec for that house. Don't completely discount a house because you don't have a rec letter or because you think you belong in a top tier house. Rush can be harsh and they'll know if you're beeing fake so just do whatever you can to maximize you're options if you want to be sucessfull. If they tell you to send something to houses you don't have rec's for, I would do it.

it is actually the sororities responsibility to get a recommendation for you (if you read the fine print), some do a good job of seeking out alumnae that may know you to write a rec if they don't have one on you, some chapters don't bother, so you may have a rec for some sororities that you don't know about

not all groups will try to find recs for those that don't have recs, but some will. If you have friends going through recruitment, ask them who wrote recs for them for the groups you are missing, maybe the alum would be willing to write your rec too. If that doesn't work, then send your resume to the gorups that you don't have recs for.
