I'm transferring here spring semester as a freshmen next year from California, would I be able to get a bid from one of the top tier houses?

Not likely. The only houses that spring rush are zeta, theta and pi phi (usually). Top houses usually don't take sophomore pnms too. You can still get into a good house sophomore year if you transfer in amazing grades and show you are involved. Build a résumé. If you really wanted to, you could rush at the school you are going to and then affiliate (if the chapter is here) when you transfer. Just a thought...
