fraternity spring rush canceled?

Is fraternity spring rush really canceled because I saw a couple people say that?.If it isn't should I even rush this spring if the options are limited or just rush as a sophomore?

You can’t even rush informallly. No fraternity is allowed to issue a bid this spring or conduct a new member program. You’re gonna have to wait till the fall.
