Can I assume that the sororities with higher average gpa cares more about grades than the sororities with lower gpa?

They all care about grades. But yes, you are right to assume that. Generally, the sororities it's higher grades care more about your rush GPA. However, they all care and won't take on a grade risk.

nah you can assume they have easier majors (education, mass comm, etc.)
