Most chapters, if their numbers fall below the "campus total" number are required by their national organizations to recruit member until they are up to the "total" number. Campus total is figured out differently at different schools but many just use the average chapter size, don't know what LSU does. If you use average chapter size, then approximately half the chapters would be below that number and be able to participate in spring recruitment.

Definitely ADPi as they continue to build their chapter. Also several chapters must participate in Spring Rush because it's required by their charter.
