If I don't get an informal bid over the summer do I still have a chance of getting into a top house? On another note are there any things someone from out of state and who's not super well acquainted with the system should know?

Phi Delt, Sigma Chi, Kappa Sig, and SAE all fill their classes over the summer. Most people consider them the top houses. Good luck though. Only about half the houses actually participate in formal recruitment.
