Did all houses increase quota??

I have been hearing that a lot of houses came away with a lot more pledges than in years past. PBP 82, Theta 80, Phi Mu 80. That is awesome. Curious about what was the reason for the increase in quota. Is that pre-determined by each house? Is the quota the same for each house? If some houses did not meet these new larger quotas does that mean there will be more COB bidding?

Does that mean some girls do not get a house? I thought if you selected a 1st and 2nd choice you were guaranteed a bid from one of these houses. How do women come away with no bids? Is that if only one house invites you back and does not extend you a bid? Then you wouldn't have a second bid to fall back on.

Couldn't you also get into a house even though you did not pick them first? So how would you get your 2nd pick? Do the houses actually pick 1st choices or are the girls just listed in numerical order. So if there were 75 spots how did houses go over 75?? Wouldn't they just stop once they reached quota?

If each house was allowed a quota of at least 75 and you multiply that by 12 houses you get 900 open spots. Usually about 10% drop out of rush for some reason or another. So if rush begins with around 1,000 ladies and goes down to around 900 then there should be spots for everyone.

If quota was 75, how did Chi O, Kappa & Pi Phi all end up with over 80??? And there are still PNMs without a house?! why didn't all houses get to increase their PC?
