How likely are you to get a bid during formal rush compared to summer rush?

Most of the top fraternities here save around 5 or 6 bids for formal rush. So not very many slots. But it does depend on how often you have been going to their events and what fraternity it is.

most bids are given out before formal rush. Still possible though.

Very likely. About 1/3 of all fraternity members get a bid during formal rush. Be yourself and talk to the guys you will do fine

Not exactly true in my experience. Ive seen that the top fraternities only have a few spots to give out by the time formal rush starts
