accepted COB from a house and just signed a bid day card. now a house that I really wants wants me to go to a COB event. what do I do? am I bound to the other house?

unfortunately im pretty sure once you get that bid day card its the same rules as what it would be if you went there on bid day:
you may drop that sorority and as long as you do so before initiation you could go through recruitment next year, but you could not do COB for another sorority until the next formal recruitment.

No, the bid card is a binding contract.
You'll have to wait until the next formal recruitment
