Certain number of houses have certain "quotas" and want to make sure that they do not overload a certain class since that can create wonky numbers (ie. if 40 seniors graduate one year, and then the next year 70 graduate that means they are gonna be missing people for their quota). Sophomores also tend to be less involved since they are busy with other activities and tend to have other friend groups (which is not something I agree on, but some chapters find it a problem). If you have two girls who are essentially the same, except one is a freshman and one is a sophomore - the freshman will get picked because they are often going to have a stronger connection to the chapter
