do all houses take sophomores?

I heard a rumor that every chapter took at least one sophomore last Spring. Are there any houses that absolutely do not take sophomores? Also, do they only take certain sophomores, like legacies?

All the houses take more than one sophomore! I know many PCs last year had around 10

There will be no sophomores in Tri Delt's pledge class, sorry were just not doing it this year. Maybe you can check out Sigma Chi or Phi Psi or something?
