You can rush any time after first semester freshmen year so yeah you can rush, but getting a bid as a junior is tough.

Didn't mention gender, but every fraternity does fall rush while only some sororities do (usually those that didn't meet quota). Getting a bid isn't necessarily harder in the fall, just depends on the reason you didn't get/take one in the spring, best of luck.
