Ok I'm actually gonna answer this honestly. I'm in a "middle tier" house with good friends in both dphi and gamma phi.
social: gphib parties 1-2x a week with same few houses from what I know. Dphi parties 2-3x a week with different houses. Would give this one to dphi.
Philanthropy: both actively involved in philanthropies. Pretty equal here. Dphie hasn't had successful philanthropies yet tho so I'll give this one to gphi.
Reputation: dphie is still pretty new so luckily they don't have a reputation yet really. Gphi has a kind of girls next door rep but also known for self ranking. Would rather be in dphi's shoes where I can make my own rep.
recent PCs: gphi lost girls to dphi and dphi lost girls to gphi. both houses met quota. But I see more girls in dphi letters than gphi letters which says something to me.
So there's an ACTUAL answer for you. I think yeah, dphi is passing gphi.
But I love the girls in both these houses so it shouldn't even matter.

dphi only initiated 50 something girls vs the quota being 71
