No, that's not how that happens, no nationals can dictate that. A chapter will take above Quota because of Quota Additions, which is how every pnm who ranks both her pref houses is guaranteed a bid. During the final part of Bid Matching after chapters have reached Quota, pnm's that are still unmatched are placed with one of their pref houses even if it puts a house over Quota. So if Quota is 79 a chapter can end up with a few more.

After Bid Day, any chapters that are under Chapter Total, which is set by panhellenic and adjusted after recruitment, can take up to Chapter Total if they want to. That is COB.

Yes, it is on the DL. COB for most chapters usually is because they already know who they want and they don't have to make an announcment or hold events.

COB can be for anyone but it's really for girls who members already know, that's who get any open spots. COB is not a not a secondary rush, it just stands for Continuous Open Bidding which means that any chapter below Total can offer bids if they want. It can happen in the fall too because members have graduated. If you want a COB you need to meet sorority members.

For the most part they will reach out to girls that members already know and then "interview" them and chose from that group who to extent an offer too. It sucks that panhel posted to reach out to them when they really only take girls that are recommended internally. This is not always the case but for Phi Sig they have very few spots so even getting a chance to talk to them is very slim.

It’s a Nationals thing / numbers requirement and completely separate from recent panhel quota.

Quota is a recruitment thing only. This is not about Quota. But Chapter Total or House Total whichever you want to call it is determined by panhellenic and chapters CAN'T go over that number, that's an NPC rule. BUT a sorority's nationals can require that a chapter COB UP TO the Total number or close to it to meet financial needs and be able to meet the live-in requirement (which is also financial). Phi Sig is a tiny, tiny, national sorority and there is pressure on this chapter to have as many members as possible up to the campus Total.

I am a former chapter advisor. There is typically university total and nationals total. That means how many girls a chapter should have to be in good standing (not too many, not too few). Sometimes pending if a ton of members graduated and other membership classes were smaller and/or girls deactivated....there can be a discrepancy. The rules differ between each sorority. Sometimes nationals doesn't care if there are only a few open spots. Sometimes they essentially force a chapter to do COB. PNMs will not be told how many spots are open. Even if you went through recruitment and dropped or got dropped by one of the houses that is doing COB, you can and should absolutely reach out to the chapter again!!!! Meeting more people may change your initial opinion if you cut them.....or, maybe more of them meeting you will help them take a second look at you!
