I guess you are going this summer? If you are asking if it will help you with rush, you will bond with people in your group and some might happen to be in GL.

Going abroad should be able the experience of learning about another culture and country, not about getting connections that will help you during recruitment. Less people in general go abroad in the fall. Staying on campus is how you'll meet the most people in greek life, but do NOT let that dictate your decision.
