Anyone who writes “excuses” is clearly either a GDI or trolling. Each international has different rules about when a chapter MUST COB. Many of these houses met quota, but their overall chapter totals are lower than their house total. This does NOT mean they are a bad chapter....just as not meaning quota doesn’t mean that! Nor does it mean their house total is low for a suspect reason.... could have had a ton of seniors graduate.
